I have had this problem twice in the last six months, the first time I cut the roses back to almost nothing and the second time I used rose spray,(the whole bottle) if I keep cutting them back they will never grow over the arbor like I would like them to.

Try using Ortho RosePride Rose and Shrub Disease Control, per the directions. Remove all infected leaves from the rose canes and the ground - any mold spores that fall to the ground can reinfect your roses when it rains.
Make sure to prune your roses well to allow good air circulation and water in the morning, not late in the afternoon. Mold and mildew thrive in humid conditions, so allow air to get around all the canes and leaves.
Give your roses a light dose of fertilizer, maybe 1/4 or 1/3 of the normal amount, so your roses will grow healthy until your first fall frost comes along.
During the winter after all the leaves have fallen, rake up everything and dispose of it. Apply a dormant oil or combination lime-sulfur oil spray on the bare canes. Thoroughly saturate the canes and spray the ground well, too. The oil will smother any insect eggs that overwinter, and the lime-sulfur is a good anti-fungal product. And it is not harmful to the environment.
Then, when spring comes next year and you get first bud break, fertilize with a 1/2 strength liquid fertilizer to get your roses going.
